      The Center was established by Decree No. 230 of the Cabinet of Ministers of the Republic of Uzbekistan dated May 23, 2001, by Decree No. 200 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 6, 2002 “On measures for the further development of computerization and the introduction of information and communication technologies”, by Order No. 23 Minister of Higher and Secondary Specialized Education of the Republic of Uzbekistan "On the creation of information technology centers in educational organizations that are part of the system of the Ministry of Higher and Secondary Specialized Education", and in accordance with the decision "On approval of the Model staff positions for managerial, technical, service and assistant teachers of higher educational institutions", registered by the Ministry of Justice of the Republic of Uzbekistan dated January 14, 2011, by order No. 2182 of the rector of NamMPI, the Center for Information Technologies and Government Departments was established.

       Based on the joint decision No. 9-2021 of April 16, 2021 On the Management of Higher Educational Institutions, on amendments and additions to the standard staff of administrative, technical, service and educational personnel of higher educational institutions of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, the Ministry of Employment and labor relations of the Republic of Uzbekistan, the Ministry of Economy of the Republic of Uzbekistan, as well as by order of the rector of the institute No. 140-v dated May 22, 2021 on introducing changes and additions to the standard staff of administrative, technical, service and educational personnel of higher educational institutions in pursuance decision, the former name (Center for Information Technologies) was changed to the current one (Center for Digital Educational Technologies).

 The main purpose of the center

         Wide promotion of the state policy of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan in the field of information and communication technologies among professors, employees and students of the institute, higher and secondary special education of the Republic of Uzbekistan is to ensure the implementation of decisions and orders of the Ministry in this area.

The main functions of the center:

  • to provide the educational process on the basis of the institute's information system and modern computer structures by informing faculty, department and other departments;
  •  solving internal informatization problems of the institute, i.e. enriching the educational process, scientific and administrative-economic activities of the institute, inter-university activities and international activities in the field of informatization with information technologies and resources;
  • development of a mechanism for the introduction and development of information technologies into the educational process of the institute and other spheres of activity, including the expertise of proposals and projects in the field of introduction of information technologies, equipping departments of the institute with software and technical tools;
  • development and implementation of information and communication technologies based on the requirements of the times in order to provide information to the management and educational process of the institute;
  • to create favorable conditions for professors-teachers and employees, senior scientific-researchers and students to carry out work on a wide scale of educational and scientific research using information and communication technologies, in particular, the Internet system;
  •  technical and methodological support for the use of computer equipment in the educational process at the faculties;
  • technical and software support for the creation and placement of electronic educational resources based on a single system for faculties and departments;
  • to control the corporate information system of the institute from a software and technical point of view and to support their operation at the required level; creation and development of a unified information system of the institute and ensuring its integration into the republican and international system, in particular, developing projects for connecting computers to this system in local and remote buildings, student dormitories for departments and faculties of the institute and their implementation, organizing the development of the system infrastructure based on the requirements of the time;
  • development of the software-technical complex of the institute's information servers and monitoring of their operation, development and introduction of means of limiting the right to use the information stored in it in the institute's internal system;
  • to ensure the use and employability of software complexes of computer classes of the institute;
  • methodical provision of the system of improving the skills of professors and teachers and employees in terms of management activities and the use of modern information technologies in the educational process;
  • to support the mutual cooperation economic work carried out by the institute with other organizations on calculation works;
  • to create, design and develop the institute's automated information system for interested faculties and departments in cooperation with them;
  • organization of analysis, design, development and monitoring of the state of the Internet and Internet resources of the  institution;
  • development of multimedia presentations, layout and creation of presentation materials;
  • providing practical assistance in the operation of copying and duplicating techniques of the institute;
  •  creation of a repair base for communication equipment, systematic communication and computer equipment;
  • development of testing  methods and analyzing the system operation of computer structures;
  • operatively (quickly) the work performed by the information resources, communication center, intellectual computer system centers for the purpose of informing the educational process and other types of activities, as well as the work that requires interaction with the information and communication system of the institute coordination;
  •  providing practical assistance to users and listeners in conducting video conferences, video consultations and video discussions;
  • ensuring information security in computer classrooms and local network;
  • giving a technical opinion on unusable office equipment;
  •  participation in contests announced for the Center of Science and Information Technologies and foreign grants for projects that correspond to the activities and goals of the center;
  • carrying out other types of activities within the framework of the requirements of the Constitution and laws of the Republic of Uzbekistan and this Regulation.        

      

The center includes the following departments:

  1. Information systems implementation department
  2.  Information security department
  3.  Technical support department
  4.  Department of network management

Tasks of the department of information systems implementation:

Control of the correct operation of existing computer technology programs at the institute;
Development of requirements for creating information systems;
 Development of the concept of information systems;
Development of a technical assignment for information systems;
 Preparation of a sketch project for the creation of information systems;

Creation of an information system based on the technical assignment project;
Development of instructions for using the information system;
 Implementation and technical support of the information system.

 

Duties of the Information Security Department:

 

The institute ensures information security in the higher education institution;

 Ensures information security of information system resources and databases at the institute;

 Provides timely notification of emerging threats to information security, as well as consulting services on information protection;

Analyzes the methods and tools used in the analysis and identification of violators of the law, in the implementation of unauthorized or disruptive actions in the information space;

Develops international cooperation in the field of information security in order to organize mutual practical work on the prevention of information security incidents in the national segment of the Internet network.

 

Duties of technical support department employees:


To study the use of computer and organizational technical tools of the structural departments of the institute;

Submitting proposals for the development of prospective plans based on the use of computer and organizational technical tools for the structural departments of the institute;

Development of a prevention plan for all computer and organizational equipment in the structural departments of the institute;

Overseeing the repair of computers and other organizational equipment according to received orders;

Ensuring continuous and reliable operation of technical means (computer, organizational equipment, audio-video equipment);

 Development of measures for rapid elimination of malfunctions in the process of using technical tools;

 To constantly monitor the continuous operation of all devices of technical means;

 

Tasks of the network management department:


Organizes and supervises the management activities of the "Electronic Education" national network;

 Supervises the activity of the telecommunication infrastructure in the institute;

 Conducts prevention of data processing and transmission center (Data center) at the institute; 

 Prepares general information on databases, servers and networks in the institute;

 Monitors the activities of the inter-branch screen in the institute;

 In order to ensure information security in the institute, it determines the rights of employees to use and connect to     the information network;

 He is a member of the “Working group for technical operation of videoconferencing devices”.
